Planen heißt kommunizieren. In der Planungspraxis und -forschung ist der Austausch über Konzepte und Ziele unabdingbar. Die Fähigkeit, abstrakte Zielstellungen und komplexe Prozesse zu ihrer Umsetzung akteursgerecht zu kommunizieren, gehört zu den Kernkompetenzen der Planerinnen und Planer. Hierfür ist die Kenntnis einschlägiger Diskurse der räumlichen Planung unabdingbar.
Das Seminar vermittelt vertieftes Grundlagenwissen zu Handlungskontexten der räumlichen Planung. Anhand von Fachtexten zur Stadtplanung und Stadterneuerung werden gesellschaftliche und planerische Diskurse zusammengeführt und Positionen erarbeitet. Die Studierenden sollen befähigt werden, fachliche Standpunkte zu erlangen, indem sie externes Wissen aus Literatur und Medien (1) aufgreifen, (2) interpretieren, (3) kontextualisieren, (4) diskutieren und schließlich nachvollziehbar vertreten können. Dies soll es sie dabei unterstützen, Werkzeuge kennenzulernen und Arbeitsweisen zu entwickeln, die sie in diversen Arbeitsfeldern und Akteursumfeldern zu fachlichen Fragestellungen der Planung einsetzen können.

Zoliborz in the north of Warsaw is a heterogeneous neighbourhood with an architectural heritage from different eras. This includes settlements with the character of a garden city ("old Zoliborz") and a significant heritage from the period after the Second World War ("new Zoliborz"). The social structure is also heterogeneous.
The task for the Warsaw-Berlin workshop is to develop ideas, concepts and designs on various scales for a new centre on the border between the new and old Żoliborz. The aim is to create a kind of gateway to the district, but at the same time a centre that connects the two parts of the district. The guiding questions are: What are the functions and qualities of Zoliborz today? What are the needs of the residents and what services are required? How can we improve the social networks in order to support the creation of a centre for the district alongside urban design measures?
The urban design workshop is offered in cooperation with the Architecture Faculty of Politechnika Warszawska (PT Warszawska) and is organized as a student exchange between Berlin and Warsaw. Urban planning/urban design students from TU Berlin will work closely with architecture students from PT Warszawska. Attending the excursion to Warsaw and the intensive workshop weeks is a compulsory requirement of the studio project. The excursion is organised so that you live with students in Warsaw during the week in Warsaw and vice versa, that you host a student from Warsaw.
The studio project will be held in English. Three phases structure it: In the initial phase, we will look at Warsaw (especially the neighbourhood Zoliborz) and analyse issues related to the task for the urban design workshop. In the main part of the project, we will work in mixed design teams (architects, planners + urbanists) in Berlin and Warsaw and develop concepts and design proposals. In the final phase, we will summarise the results and compile them in a report.

This “Focus-Seminar” (Kermnesminar) is planned as a short planning and design studio. It is focusing on processes of further development of existing urban fabrics in the Science City Adlershof, Berlin. The main two topics hereby are the densification and climate-related adjustment – currently the key two topics of built enviroment development in urban planning. The challenge: Strategies to reduce land consumption by higher densities within existing city quarters leave only less space for open spaces and greenery, which is important for urban soils water management or heat mitigation.
The Focus-Seminar offers the opportunity to part in a transdisciplinary and research-by-design project for the soil-based and climate-oriented urban regeneration of Adlershof in Berlin, one of the largest science and technology park in Germany, currently facing various issues of sustainability. During the semester, a series of design assignments will help students to gradually engage with the fundamental concepts and processes of urban ecological design. By iterating radical, utopian ideas for living with soil, performing cross-scalar mapping, defining various spatial and metabolic design strategies, and conceiving novel typologies of urban habitats and fabrics, the objective is to build up a prospective Adlershof Atlas of Urban Regeneration.
In collaboration with the master students of the Architecture at TU Berlin (Chair of Urban Transitioning Ecosystems, Prof. Antoine Vialle), the students of urban planning will contribute to the atlas by analyzing and suggesting ways to densify and adjust to climate the existing urban quarter. This will include (1) planning processes and (2) urban fabric analysis and suggestions. In coordination with the master students of the Architecture, (3) an analysis of urban soils will be added and coordinated with the topics above, focussing, among others, on infiltration of water, cooling the air, growing food, acting as carbon sink and supporting biodiversity, they provide crucial ecosystem services for global mitigation and local adaptation to climate change. The Chair of Urban Transitioning Ecosystems (prof. Antoine Vialle) ist the cooperating partner.
The aim of the Focus-Seminar ist to prepare the students for inter-disciplinary planning tasks of climate-related urban redevelopment and renewal.

Die Stadtplanung in Deutschland besitzt mit der Städtebauförderung starke Werkzeuge Erneuerung und Weiterentwicklung der gebauten Siedlungsstruktur. Die einzelnen Programmschienen stellen seit Jahrzehnten das zentrale Handlungsrepertoire der Planung dar und prägen somit die einzelnen Handlungsthemen und -felder der Kommunen. Wie die Städtebauförderung in Deutschland aufgebaut ist und welche Umsetzungsmöglichkeiten sie bietet, soll im Seminar an konkreten Beispielen gemeinsam vertiefend herausgearbeitet und reflektiert werden.
Das Seminar bietet einen Überblick über den Aufbau und die Praxisbeispiele einzelner Förderkulissen der Städtebauförderung. Hierfür werden an ausgewählten Stadterneuerungsthemen und Förderkulissen wie dem Stadtumbau, der Zentrenförderung, Wohnraumschutz oder der Energiewende die Aufgabenstellung und der Auftrag des Staates, der Länder und der Kommunen bei der Erhaltung und Weiterentwicklung des Siedlungsbestands erläutert. Anhand von Beiträgen und Diskussionen der Studierenden werden dann vertiefende Einblicke in einzelne Zeitepochen der Bestandserneuerung und -entwicklung erarbeitet und diskutiert. Ziel des Seminars ist es, den Studierenden einen Überblick über die Förderlandschaft und -prinzipien eines der wichtigsten Handlungsrahmen der Stadtplanung zu vermitteln, wie auch die Kenntnis über ihre Abwicklung, die damit verbundenen Chancen und Risiken und Ergebnisse. Eingebettet wird die Diskussion in gesellschaftliche Kontexte der planerischen Handlungsermächtigung und -verpflichtung.
